Divide and rule policy (Latin: divide et impera), or divide and conquer, in politics and sociology is gaining and maintaining power divisively. Historically and presently, this strategy was and is used in many different ways by empires seeking to expand their territories; however, it has been hard to distinguish between the exploitation of pre-existing divisions by opponents, and the deliberate creation or strengthening of these divisions implied by "divide and rule".

The use of this technique is meant to empower the sovereign to control subjects, populations, or factions of different interests, who collectively might be able to oppose its rule. Niccolò Machiavelli identifies a similar application to military strategy, advising in Book VI of The Art of War (1521).[3] (L'arte della guerra):[4] a Captain should endeavor with every act to divide the forces of the enemy. Machiavelli advises that this act should be achieved either by making him suspicious of his men in whom he trusted, or by giving him cause that he has to separate his forces, and, because of this, become weaker.
The maxim divide et impera has been attributed to Philip II of Macedon.[citation needed] It was utilised by the Roman ruler Julius Caesar[citation needed] and the French emperor Napoleon (together with the maxim divide ut regnes).[citation needed]
The strategy of division and rule has been attributed to sovereigns, ranging from Louis XI of France to the House of Habsburg. Edward Coke denounces it in Chapter I of the Fourth Part of the Institutes of the Lawes of England, reporting that when it was demanded by the Lords and Commons what might be a principal motive for them to have good success in Parliament, it was answered: "Eritis insuperabiles, si fueritis inseparabiles. Explosum est illud diverbium: Divide, & impera, cum radix & vertex imperii in obedientium consensu rata sunt." [You would be invincible if you were inseparable. This proverb, Divide and rule, has been rejected, since the root and the summit of authority are confirmed by the consent of the subjects.] In a minor variation, Sir Francis Bacon wrote the phrase "separa et impera" in a letter to James I of 15 February 1615. James Madison made this recommendation in a letter to Thomas Jefferson of 24 October 1787,[5] which summarized the thesis of The Federalist#10:[6] "Divide et impera, the reprobated axiom of tyranny, is under certain (some) qualifications, the only policy, by which a republic can be administered on just principles." In Perpetual Peace: A Philosophical Sketchby Immanuel Kant (1795), Appendix one, Divide et impera is the third of three political maxims, the others being Fac et excusa (Act now, and make excuses later) and Si fecisti, nega (If you commit a crime, deny it).[7]
Indian historians, such as politician Shashi Tharoor, assert that the British Raj frequently used this tactic to consolidate their rule and prevent the emergence of the Indian independence movement, citing Lord Elphinstone who said that "Divide et impera was the old Roman maxim, and it should be ours."[14] A Times Literary Supplement review by British historian Jon Wilson suggests that although this was broadly the case a more nuanced approach might be closer to the facts.[15] The classic nationalist position was expressed by the Indian jurist and supporter of Indian reunification Markandey Katju, who wrote in the Pakistani paper The Nation in 2013:[16]
The undivided army was a unique institution set up by the British in India... [A]ll combat units, except Gorkhas and Garhwalis, had a mixed combination of Muslims and non-Muslims. They fought wars together and lived as friendly comrades in peace, owing loyalty to their regiments. Political developments with the emergency of the Congress and the Muslim League did not affect them. The Indian Army was totally apolitical till June 3rd 1947... In fact, during the Partition holocaust and till that date, both Muslim and non-Muslim soldiers remained totally impartial in dealing with communal violence. After June 3, 1947 things started changing.[18]
The Ottoman Empire often used a divide-and-rule strategy, pitting Armenians and Kurds against each other. This strategy no longer worked in the Republic of Turkey because the Armenians were eliminated in the Armenian genocide.[23]
Recently bought Rome 2 and I am quite enjoying it. I know a lot of Rome 2 fans always recommend installing the divide et impera mod as it really expands upon the game. My question is which is the real/right/ divide et impera, the one by Ja or the one by Dresden? I see Dresden is newer than Ja's one. Would really appreciate any assistance.
The "divide-and-conquer" algorithm is more useful, for instance, to find something in an already ordered vector, but for checking whether or not a vector is ordered, a simple linear algorithm is much better (because of readability).
This was all part of the policy of divide and rule, systematically promoting political divisions between Hindus and Muslims, defined as the monolithic communities they had never been before the British.
In present-day Afghanistan and Iraq, tribal loyalties, local attachments, shifting alliances, ethnic antagonisms, and religious hatreds abound. This makes the job easier for Special Forces operators. The previous regimes in power in Kabul and Baghdad traded on ethnic and religious differences to maintain power, but these factional divides left them vulnerable to foreign manipulation and, ultimately, regime change.
What I can choose, though, is to be pro-life and pro-peace. I can choose to be true to self and all my identities. It is a hard choice like any other. I respect the choices of others, of course. But I do hope more people will start choosing to stay one, staying whole, and not divided.

While the Mongols imported Central Asian Muslims to serve as administrators in China, the Mongols also sent Han Chinese and Khitans from China to serve as administrators over the Muslim population in Bukhara in Central Asia, using foreigners to curtail the power of the local peoples of both lands. Pakistan and India were also divided by this policy.[14]
Did Caesar ever write the motto "divide et impera" in one of his works or is there some other author who attributes its authorship to him? Or is it rather a formula used by some modern-day historian (and so, who was the first?) to describe the policy he used in the Gallic Wars?
The first record of the idea is found in the Thucydides, Peloponnesian War 1.122. In the Philippics of Demosthenes, the same idea is frequently repeated, although nowhere does he explicitly use the phrase divide and conquer. The first to use the phrase and explicitly describe the idea in detail was probably Machiavelli in his book, The Art of War.
