IT Dept. of Kerala calling for FOSS Projects with grant

I just saw this notice in a group. IT department of Kerala initiated a scheme called Foster Kerala. Seems this is a good option for the FLOSS cell of our college for a break. I really look forward for a positive outcome. Please see the attached file.

We have someone to help also. SPACE works with Govt. agencies
regarding free software.
The ideas Vimal mentioned are really good. You can think about
something else also.

If any one interested in working in the area of accessibility,
SPACE/Insight can guide you. Few suggestions are
1) Improve orca - the free screen reader
2) Build firefox plugins/ grease monkey scripts to make firefox more
accessible.
3) Research/build low cost hardware for disabled people to use computers
efficiently.
4) Improve the malayalam text to speech engine (in festival) we are
developing.
5) Build an interface for the available free software ocr to make it
more accessible.. add features like scan a batch of images and read it
continuously.

Document says its supposed to be dispatched to "All Engineering Colleges" but do not say when and how. I talked with principal two days back and he replied he will put it in public notice when it arrives. I do not know the status.
