Thereare several pretty solid language translation APIs out there (eg., Microsoft and Google). They are HTTP RESTful APIs that work well for web or mobile applications, apps that operate in online mode.

Another version of my question:Google Translate app comes with an option to download certain language models to allow it to operate in offline mode. Is there an Android Java library (official or unofficial; free or paid) that allows leveraging Google Translate's downloadable models for offline translations?

There are no web APIs that could operate in offline mode alone, without a client library component providing some offline functionality, since the nature of a web API is that that you are making requests to an external host.

That leaves client libraries. Both Google Translate offline and Microsoft Translator offline exist, but these are implemented as applications and not exposed as a developer accessible client library. Mature translation libraries exist in the form of Apache Joshua and Stanford Phrasal, however these are based on statistical rather than neural models.

If you're looking for the one perfect Java library for offline, neural based translation that has already been developed and ready to use you'd be out of luck. For now you'd need to roll your own, for example as you've mentioned using TensorFlow and the sample models. The trained models used by translation service providers are somewhat of a "secret sauce", so it is unlikely these would be made available to developers for free any time soon for use in offline translation, but its completely possible that quality open source or otherwise free translation models will be developed and released by the ML community or third parties.

I'm having a problem with Google Translate and downloading offline packages for any language. I tap the download button next to the language, it says "Starting download" and the indicator is spinning, but nothing happens and the language pack is not downloaded. The app has the permission to use the storage.

Copy the entire folder from the internal memory Android\data\ com.google.android.apps.translate to the exact same location on the memory card (if prompted, replace the same files that the memory card holds in the same slot).

You can download each file separately (in original or XLIFF format), download filtered strings (in XLIFF format), or download all files for a specific language (in original or XLIFF format). It could be done via the Editor or the language page.

However, the example provided on the website is for a specific type of model (PerceptronModel) loading, how do we use an offline model for say : Neural machine translation (NMT) to translate from one language to another?

Even cooler news from Google this week: Translate's machine learning (or Neural Machine Translation) has been improved dramatically. It now translates full sentences in a more fluent, less robotic manner. Exhibit A, from Google:

This is another highly-rated translator app, though it is exclusive to Apple operating systems. It has a clean, easy-to-use design and boasts a number of great features including offline mode. The free version has some restrictions, but the Pro membership version offers unlimited use, voice and camera translation, and conversation mode. If you have an iPhone, it might be worth trying this out.

No doubt, there are a lot of offline translator apps out there. Which one is the best fit for you depends a lot on the context in which you plan to use the app, if it is for work, for holidays or maybe for school. An offline app that can translate photos will come in handy, when you are on holiday and try to translate the menu or street signs. While an app with an additional dictionary will be useful, if you actually try to learn a language and want to look up words in context.
