Where are the Florida Clinical Nurse Specialists?   

 

Theresa Morrison, PhD, CNS, CNS-BC and Patricia Geddie, PhD, CNS, AOCNS,

 

Nationally, Clinical Nurse Specialists (CNSs) comprised 16% of all Advance Practice Registered Nurses (APRNs).  There are 59,242 licensed CNSs in the U.S.  A recent NACNS survey found that 67% of CNSs work in hospitals; 7% work in nursing education; and 7% work in ambulatory care.  Seventy-one percent of CNSs work with adult/gerontology population, 10% psychiatric/mental health, and 9% pediatric.   CNSs are board certified in eleven recognized APRN roles, such as: Psychiatric & Mental Health, Critical Care, Advanced Oncology, and Pediatrics.  

 

Currently, CNSs have prescriptive privileges in 35 states.  CNSs are recognized for Part B participation in Medicare, Title 18 and may independently bill for these services. CNSs are eligible for Medicare’s Primary Care Incentive Program in the Patient Protection and Affordable Care Act.  

 

In 2007, Florida legislation approved CNS title protection and separate licensure.

Florida licensing requirements for CNSs and ARNPs are the same – master’s degree in an approved advance practice nurse program and provide proof of current certification from a nationally recognized certifying body.  The core educational curriculum for CNSs and Nurse Practitioners (NPs) include: physical assessment, pathophysiology, and pharmacology. However, the current Florida Statute does not permit expansion of the CNS scope of practice to that of the NP including prescriptive authority.

 

Clinical Nurse Specialists (CNSs) in Florida are a “rare breed” of Advanced Practice Registered Nurses (APRN).  In 2010-2011 there were only 76 Florida licensed CNSs (Florida State Health website). Historically, Florida CNSs (except those who function in mental health) have not sought a Florida license due to the restriction for prescriptive authority. In addition, CNSs licensed outside of Florida are reluctant to relocate to Florida. 

 

The FNA CNS-Special Interest Group (SIG) is resubmitting a reference proposal, originally presented to the FNA Board January 2014. The proposal will recommend a revision to the current Florida Statute FS 464.003 to include the CNS in  “Advanced or specialized nursing practice” definition and align with the Consensus Model for APRN Regulation (National Council for State Board of Nursing).  Florida CNS’ scope of practice should be aligned with the current prescriptive authority of NPs.

Thank you for all your hard work.  I am a Psych/MH CNS licensed in both Georgia and Florida.  I recently moved to SE Florida.  I have managed to keep my Georgia position long distance.  Would love to practice in Florida but would hate to give up prescriptive authority.

I am currently certified in Child/Adolescent Psych/Mental Health, advanced practice holistic nursing and clinical hypnotherapy. My areas of interest are teaching, research (stress response & gene expression), anxiety, pain management, loss & grief, rape, domestic violence and complementary & integrative modalities. My passion for the past 20+ years has been using clinical hypnotherapy to assist individuals not responding to conventional treatment/medication. Albeit, I am open to other considerations.

Good morning,

My name is Avrille Davis I currently work in New York but my home is in Florida. I am currently licensed as a CNS in both states. I would love to return to Florida full time but am in need of a position there. My specialty is wound care and the operating room. I work for a group of vascular surgeons in their office. Let me know what I need to do to help. I recently join the FNA to get things started. I would love to be back in Florida by the end of the year if something works out. At some point my goal is to go into private practice

Hi Avrille,

I am currently in Arizona and hoping to relocate to Florida by August. While it's been a challenge finding a job as a CNS in Psych and Mental Health in Florida , it seems I have ran into several openings for wound care specialist  in the Tampa and Orlando area. Have you checked  into indeed.com? While many of the RN listings are for 2 and 4 yr degreed nurses there are several CNS openings posted weekly.

I have been in Orlando, FL for 20 years. CNS title protection and separate licensure in Florida happened in 2007, however the CNS was not included in Florida Statute for the advanced practice definition. Therefore, no advance scope of practice for CNSs in Florida.......yet. 

When you are looking for a CNS position in Florida, check the job description and role expectations. Not all hospitals define CNS according to the NACNS definition. There may be administrators and human resource people who interpret the CNS role as a "Nurse Educator" instead of an advance practice nurse. I am fortunate to work at a hospital system that recognizes and defines the CNS role and expectations.

There are also several VA facilities in Florida that employs CNSs.

Nationally, Clinical Nurse Specialists (CNSs) comprised 16% of all Advance Practice Registered Nurses (APRNs).  There are 59,242 licensed CNSs in the U.S.  A recent NACNS survey found that 67% of CNSs work in hospitals; 7% work in nursing education; and 7% work in ambulatory care.  Seventy-one percent of CNSs work with adult/gerontology population, 10% psychiatric/mental health, and 9% pediatric.   CNSs are board certified in eleven recognized APRN roles, such as: Psychiatric & Mental Health, Critical Care, Advanced Oncology, and Pediatrics.

Currently, CNSs have prescriptive privileges in 35 states.  CNSs are recognized for Part B participation in Medicare, Title 18 and may independently bill for these services. CNSs are eligible for Medicare’s Primary Care Incentive Program in the Patient Protection and Affordable Care Act.

In 2007, Florida legislation approved CNS title protection and separate licensure.
Florida licensing requirements for CNSs and ARNPs are the same – master’s degree in an approved advance practice nurse program and provide proof of current certification from a nationally recognized certifying body.  The core educational curriculum for CNSs and Nurse Practitioners (NPs) include: physical assessment, pathophysiology, and pharmacology. However, the current Florida Statute does not permit expansion of the CNS scope of practice to that of the NP including prescriptive authority.

Clinical Nurse Specialists (CNSs) in Florida are a “rare breed” of Advanced Practice Registered Nurses (APRN).  In 2010-2011 there were only 76 Florida licensed CNSs (Florida State Health website). Historically, Florida CNSs (except those who function in mental health) have not sought a Florida license due to the restriction for prescriptive authority. In addition, CNSs licensed outside of Florida are reluctant to relocate to Florida.

The FNA CNS-Special Interest Group (SIG) is resubmitting a reference proposal, originally presented to the FNA Board January 2014. The proposal will recommend a revision to the current Florida Statute FS 464.003 to include the CNS in  “Advanced or specialized nursing practice” definition and align with the Consensus Model for APRN Regulation (National Council for State Board of Nursing).  Florida CNS’ scope of practice should be aligned with the current prescriptive authority of NPs.

Hello,
I am a CNS with a DNP and hold board certification in forensic nursing. I am licensed in FL and CT; Currently employed as nursing faculty in CT; Looking to get some form of practice up and running soon. 
I'd love to return to FL to practice sometime but the challenge for me is finding the right fit for my skill set. With the APRN requirement, FL has been very limiting for me....unless I went back to school for an APRN program.

I'm glad to see some CNSs coming to Florida!
We have 4 positions open for CNSs at the moment within our system.
One Medical (general, possibly diabetes), Surgical unit postop
Neonatal in a women's hospital where 14K babies born every year, and one in a community hospital setting in critical care.
We may also need wound management team members as well.
We have a robust team of great CNSs at our organization that has a lot of support

I understand exactly what you mean.   My current position in NY is classified as CNS however my role is still not clearly defined and I function similar to a staff RN with little more independence.  Title protection for CNS in NYS was implemented last year and I became certified and registered last September.  I would love to work for a system that do recognize the CNS as  such and follows NACNS guidelines.

Funny u should ask. I was having the same problem finding evite. The subject was Florida Nurses Association not FNA so when I searched they did not come up. I had Vickie change to subject to FNA CNS SIG

Of course this all assumes u joined the SIG on FNA website. 😋
