Google App 'verification'

Hello,

We have an Enterprise license for Shared Groups and, therefore, have installed it on our own Google App Engine instance.

I received an email from Google Apps Developers, requiring me to submit the App for 'verification' because it is listed as a 'public' App and uses 'restricted scopes'.

1. Does the App need to be 'public'?
1a. If not, how can I change it to 'private'
1b. If it needs to be 'public', is there a guide for passing 'verification'?
