If anyone is looking for a volunteer software project in the summer, I
may have one. I am looking for a tool that can read URLs (such as the
homepages listed at http://calcutta.flora.ca/ ) and output which CC
license (if any) is indicated on the page.

There is a python program at http://validator.creativecommons.org/ which
will look for RDF information in the file, but that may be too
restrictive. Some people may indicate what license they are using without
using RDF tags at all.
