I attended last night's consultations on the Gatineau Park Master Plan
-2004 to 2014. Natalya Kuziak, Randy Fontaine, Bram Moerman, Leona Gray,
Derek Medland, and other OBCers were among the 60 or so attendees.
The NCC's consultants presented three strategies for each of five priority
areas relating to the future of the park. The five areas are ecosystem
sustainability, recreational experience, regional integration, heritage,
and management. Each strategy has a general orientation as follows:
A. ensures maximum environmental and heritage preservation.
B. promotes maximum preservation in certain sectors only.
C. preserves the existing conditions in the park.
Of most concern to cyclists, particularly MTBers, are the potential
measures to protect ecosystems in the park. Implementation of specific A.
strategies would limit recreational use to a "wilderness and educational
experience". In comparison, C. strategies preserve "existing
conditions" and allow for "a recreational and tourist experience in a
natural environment" and allow uses to spread throughout the park.
At one end of the spectrum there's the vision of the park as a research lab
where ecosystems return to the condition that existed before Europeans
arrived (A), and at the other end, the status quo - a peoples' park (C). B.
strategies are a mix of A. and C. strategies for implemention in segmented
sectors of the park. Both A. and B. will result on restrictions on active
recreational use of the park. This portrayal may be extreme and not
entirely accurate, but the visions for the park are so radically different
that it's necessary to illustrate how important it is for regular park
users to express their views. For example, one NCC spokesmen said the NCC
favoured an overall A. or B. strategy. Also, I detected a strong anti-MTB
bias in replies to questions.
