[Flora-help] List moved to Mailman.

This is both an announcement and a test message. I have moved this list
to be managed by Mailman rather than Majordomo. The existing archival
system to http://www.flora.org/flora/help/ should continue to work, and
all people who were subscribed to the old list should be subscribed to the
new list.

Messages should also still be available via the flora.admin.help
newsgroup.

Note: I have also returned the announcement list. It is moderated, and
will contain announcements of interest to FLORA.org users, hopefully
including announcements from the groups that we host.
