[Action-forum] SECOND READING: amendment to safe street act

Bill 58 has passed second reading already. It is an amendment to the Safe
Streets Act allowing charitable organizations to panhandle on the road.

Silly me I thought they said they had to outlaw squeegee because it was
dangerous to solicit on the roadside. They are arguing now that the fire
fighters have done this for a gazillion years without injury.
