[Action-forum] Street Newspapers for donations

Dear Diane,

I take great issue with one of your comments at this evenings Task Force on
the Homeless and the Safe Streets Act.

As I recall you made that statement that the city has been advising the Task
Force for several months that distribution of a street newspaper for
donations is legal.

For several months the City bylaw officials announced to the Task Force that
distribution of the street newspaper for donations was legal. Sean McKenny
issued a letter to the Dominion carriers reiterating the pubic statement
that David Saint made to the Task Force that distribution of the newspaper
for donations was legal.

Then the city legal department showed up at the last task force meeting in
May and advised that distribution of the paper for donations was illegal. No
reasons or references for this opinion was given.

I have made tapes of the meetings if you want to review them to confirm the
accuracy of my position I would be happy to oblige you.
