ALL ARTS, CRAFTS AND BUSKING ON THE STREETS
OF OTTAWA ARE OUTLAWED


Below is the bylaw change being proposed regarding street and sidewalk
vending in Ottawa to replace the temporary łDesignated Spaces Programme˛.
Three major problems:

INPROPER PUBLIC ADVERTISING
This report was advertised for public input as łVending on Highways˛.
Contrary to the common use of the word łhighway˛ the definition of łhighway˛
is all streets and sidewalks in the city including the downtown core.
Therefore, public input was hampered severally because advertising was
misleading.

ALL VENDING OUTLAWED
The łDesignated Spaces Programme˛ temporally in place (until August 2005)
which is being supported by the report has eliminated łALL˛ street
vending with or without a business license even distributing street
newspapers for donations is illegal according to City Legal department. The
only exception is hot dog vending and chip wagon but they must stay in one
designated space. Arts, Crafts and Busking on all streets of Ottawa was
legal in 1999 under bylaw L99 and are now entirely outlawed on all streets
and sidewalks by the łDesignated Spaces Programme.˛

DISREGARD OF THE HOMELESS
They said in the report: "Nothing in this report will prevent or preclude
any vending recommendations put forward by the Task Force on Homelessness
and the Safe Streets Act.˛

However, this is not reasonable because they do not know what the
recommendations will be as they have not yet been put forward. And these
recommendations do majority conflict with what the homeless and
representatives of the homeless have submitted to the Task Force thus far.

GET INVOLVED
If you care about the Homeless having a way to make a living. And if you
care about the arts, crafts and music culture of Ottawa GET INVOLVED NOW
before the łDESIGNATED SPACES PROGRAMME˛ BECOMES PERMANENT LAW.

Next Meeting on the Task Force on the Homeless and the Safe Streets Act is
June 20, 2005 5:00-7:00, Col. By Room City Hall.
