volume plugin flocker: Plugin not found

Ok, I have everything installed. But when trying the busybox test I get 

   Error response from daemon: Error looking up volume plugin flocker: Plugin not found

I noticed that the docs say that on upgrade of the plugin the docker daemon should be restarted.
But nothing is said about restarting during/after the initial install.

In any case I restarted both the docker and the plugin, but still same error.

Any help would be appreciated.

BTW, this is all on ubuntu 14.04 ec2 instance.

1. Is the plugin process running?
2. Anything interesting in /var/log/flocker/flocker-docker-plugin.log? It's easier to read if  you pipe that to the eliot-prettyprint CLI tool, which is included with Flocker.

The flocker-docker-process is running, but...

I missed the log file:

   [Errno 2] No such file or directory: '/etc/flocker/agent.yml"

I did not see anything about this file in the docs. Indeed I found that I had to create the 
/etc/flocker directory to put the ca certs. I'm thinking I missed a step somewhere...

sorry, I meant flocker-docker-plugin process....

So I found stuff about agent.yml in the 1.0.0 docs, but nothing in the lastest (1.7.0) -- so far at least. 

But certainly by the point in the "install" where the busybox test comes in there is mention of agent.yml.
