Build Flockerctl

Hello,
I am trying to build flocker services and CLI from source. 

commands: 
git clone https://github.com/ClusterHQ/flocker
cd flocker/
git checkout 1.15.0
pip install --requirement dev-requirements.txt

I could see below executable are generated however flockerctl is not there.

flocker                  flocker-ca               flocker-control          flocker-diagnostics      flocker-node-era
flocker-benchmark        flocker-container-agent  flocker-dataset-agent    flocker-docker-plugin    flocker-volume

Please let me know how to build flockerctl exe?

I could build flockerctl using repo:
git clone https://github.com/ClusterHQ/unofficial-flocker-tools


however  it says  unofficial tools.
