Am wondering if we could come up with such a factual document for Elections, though it is not a scheme. 

If yes, I can also get possible info from my side at State / National level, for that to happen.

As you are all aware that Equals, Centre for Promotion of Social Justice, is involved in budget and policy analysis apart from Legal Harmonisation, Capacity Building and advocacy.

We are following the budgets of the Government of Tamil Nadu and Union Budget every year and produce responses for the same.

This year we are planning to do a report on the schemes suggested by organisations representing persons with disability (DPOs and NGOs) . The report will include:
Details of the Schemes,
How it works (what is the implementing, accountability and monitoring mechanism, funds flow including allocation),
Bottlenecks that lead to the key issue that is experienced by persons with disability in accessing the scheme or programme,
The analysis will also include the gaps in fulfilling the SDG and CRPD.

To do this we need:
1. The choice of the scheme that you would like to understand for further advocacy and lobbying.
2. If you find any issue in accessing the scheme or in the implementation of the scheme, please highlight the issue. This will help us to dig deeper to find the cause of the issue.

Parameters: We are only focusing on the schemes of the Union Government and that of Tamil Nadu to begin with. In case if you would want to analyse any scheme of any other State, we could partner with you and guide you for collecting the information required for further analysis. We could meet over skype to do this with you. This will also equip you to follow your scheme every year

Output: We will bring out short reports on your choice of scheme and share the same with you. We will also collate the reports of all the schemes and publish the same. In case if a report on any scheme is produced in with support from the network, you / your organisation will be acknowledged and credited in the report.

How can we use the report?
1. This will serve as a evidence base for your advocacy and lobby
2. This will help us to understand the effectiveness of your scheme. If you find ineffective you could ask for a different scheme and not waste resources on something that is not effective and if effective may be ask for scaling up.
3. This report will highlight the areas that need to be reframed in the light of CRPD and SDG.

Apart from that i want to get info on State disaster management, if that can be looked into as well. I dont have any info on that but.
