Great plugin. Where exactly should I add the target=_blank code so
that when a visitor to the site clicks on a thumbnail, the Flickr page
opens in a new window?

You need to put it inside the link tag in the item html.

Something like: <a href="%flickr_page%" title="%title%"
target="_blank"><img src="%image_square%" alt="%title%" /></a>
