I don't think this is correct. JWs are supposed to be loving and hope for disfellowshipped to return, but apostates (those who disassociate willingly) ARE NOT to be given any such courtesy. The guy sending that text was clearly addressing an apostate, not someone who was caught smoking or fornicating. While JWs shouldn't even address an apostate, while they'd they'd be cautioned from making further contact but an elder would fully understand the vitriol. I know because I've known about a similar situation before and the scripture applicable was the one that states "greeting such a person as a brother" which is clearly not being done here.
