There is a option in flex builder also ,or use the command line like
mxmlc yourcss.css

hi kanu,
 
Right click on your CSS file within your flexbuilder navigtor panel. there is one option call "compile CSS to SWF" and that's it. now whenever you compile your application flexbuilder compile CSS file into swf.
 
note : you should have flex builder 2.0.1 hotfix or Flex builder 3.0 to use this feature.

Thnx alot
I'm done with that part but i'm not able to understand that how to do
this through MXML
as when i'm trying to compile it through command prompt then i'm
getting a message:
"mxmlc is not recognized as an internal or external command"
What else i have to do for this?

U have to set the path ,where the flex sdk /flex compiler  resides.

To set the path ,Right Click On My Computer,go to properties ,Go to Advanced Tab,then Click On environment variables,There Will be a PATH VARIABLE ,ADD U R FLEX COMPILER PATH THERE

or u can set it using the set command
like

Go to command prompt

c:\> SET PATH=c:\flex-sdk
