Not all expected entries are exported

We are in the lucky position to have a group of reviewers who look through a 2000 entry set exported into an app. These are  cleaned up entries, with 8000 other entries not yet thoroughly checked. If a reviewer proposes a new word not present in the 2000 word-set it could of course already exist in the 8000 word set. Therefore we would like to also offer the big dictionary in an app for reference. With all filters off and the headword sorted, the configured dictionary export continues to be only 2000, whereas 10000 were expected … how can this be? What other constraints beside filters can influence the number of entries to be exported?
