disable Iframe floating

I have iframe with in a VBOX and the VBox in is HBox with another VBOX
on the right. The HBox has a scrollbar.
When the scroll down the IFrame stays on top and floats and doesn;t
move with the up with the VBOX. Any ideas why. Is there a way to
have it move with the surronding VBOX as I scroll on its parent HBOX.
