The text is apparently data in ISO-8859-9 (or windows-1254) misinterpreted as ISO-8859-1 (or windows-1252). You need a program where the character encoding can be set manually, or you need to convert the data to another format, preferably UTF-8.
Thanks for explanation. I did not change windows local language settings. Moeroever I have only Turkish language installed on my computer. This behaviour is really weird. I have never met such kind of issue before. Years ago I had similar issue but it was a generic unicode support problem and "UseUnicode = True" feature was solved it.
if you have some of the turkish characters (like capital i in Turkish, which is İ) in your file name, dropbox do not synchronize, I realized it but it was too late, I lost lots of things... Please solve this problem..
Most of serious applications have serious turkish localization bugs. I have been encounter it while using Telerik mvc extensions. Problem was html output differ when i change culture to turkish because of i-I conversation problems.

We have solution in .net but not in javascript. Any string manipulation framework like underscore.string.js, string.js or any other does not have localization support so we have just dirty solutions as it is in here stackoverflow.com/... .
We pushed back at 2:45 PM. The windows by my seat were obstructed by the jetbridge during the boarding process, but once we pushed back I was able to see the Turkish Airlines A330 headed to Boston parked next to us.
