The viewer says "preview voice morphing" and you can make a recording but there are no voices in the list to preview.
Forget the voice morphing thing because it doesn't work. I still use Citizens Band radio and remember back in the 80s there was this lady breaker called YELLOW PAGES - Diane? Anyway she had a lovely sexy voice and asked me to come to an eyeball ( Meeting) at her house with other CBers. Anyway as I arrived on my motorcycle there she was at her door welcoming other people to her home. As I walked passed her she pinched my bum. Well I didn't fancy her as she was very over weight and I preferred someone slimmer. I laughed it off but felt embarrassed because she assumed that I was attracted to her and thought it was alright to touch me without my permission. Voice isn't everything and can be misleading. My RL as a Trans Woman is much better than my virtual life and that is what counts the most!

Whenever I looked around for "tutorials" or rather "presets" made by others, I'd notice a ... notable lack of said custom creations. It's been a while since I last looked but I'd bet this is still the case. Meaning that if you search the net, you may not find much - at least on first glance.
Anyway, according to the title I assume you want to sound female as male? I hate to break it to some who might want to play a character of the different gender, at least males trying to play female ... or, you know, just those trying to pretend to be a female in general for whatever nefarious purposes that comes to mind:
Sometimes you just need to find the right 'preset' and experiment, and some males might sound like females and some females like males, but if you cannot even go near any believable result through your voice alone, you might as well forget it. In other words, some voices might simply not be cut for this. Or maybe you have to change the way you speak in addition to morphing your voice with the right preset or values, like people putting on accents. In this case it would likely be pitch related. Might bring you closer towards your desired result at the cost of resulting in more "work".
Honsetly all depends on your main voice.
Generally male to female is hard to do via voice changer than the other way around.
I think you'd be better off by trying to pitch your voice to a woman's voice without a voice changer (could be a deep womans voice).
Or like a "omg becky" voice.
Other than that, @Othuyeg might be able to help you convince yourself playing a female with a man's voice is totally normal

What are the options to be able to morph recorded voices to funny tones in Android? iPhone possibly has options like , do we have some similar library for android that will help create funny voices from recorded files? The requirement is to create something on the lines of 'talking tom'/'chipmunkify' (if that helps understand the context).
One option is to use AudioTrack. It is available since API 3 and is quite widely used. It will help you modify the frequency, and hence the pitch, of the audio file you want to distort. A higher pitch will give you the chipmunk like sound you were looking for.
However, due to its old age, AudioTrack may be difficult to implement for you. Try Android's soundpool api. Its flexible, can play tens of sounds at a time, and lets you modify pitch/frequency very easily.
