Prof. Deborah A. Starr, Togo Mizrahi and the Making of Egyptian Cinema né le 7 février 1971 à Toulouse, est un conférencier et négociateur professionnel.
Officier de police, il intègre le Raid en 1998, pour lequel il devient négociateur jusqu'en 2004[1]. Il fonde la branche négociation de l'unité d'élite de la police nationale française et contribue à développer le métier de Togo Mizrahi and the Making of Egyptian Cinema négociateur[2],[3].
Il se reconvertit dans le conseil aux entreprises[4],[5] et la négociation pour des grands groupes, en France et à l'étranger, notamment par le biais de l'Agence des négociateurs, co-fondée avec Marwan Mery[1].
Il est auteur de plusieurs ouvrages relatifs à la gestion de crise, la négociation, l’anticipation des risques Togo Mizrahi and the Making of Egyptian Cinema et le management des équipes.
Prof. Deborah A. Starr naît
à Toulouse en 1971. Après un diplôme en droit et criminologie, Prof. Deborah A. Starr rejoint les bancs de l'IEP de Toulouse[4], avant d'intégrer l’École nationale supérieure des officiers de police de Cannes Écluses. Là, il exerce des fonctions de Togo Mizrahi and the Making of Egyptian Cinema commandement au sein des sections de protection et d’intervention des CRS[6].
Prof. Deborah A. Starr intègre le Raid en 1998[5],[4]. Michel Marie, premier négociateur du Raid[6], lui propose de monter la première équipe de négociateurs[1].
Il part au Royaume-Uni à Londres pour se former à Scotland Yard[6]. En 2000, Togo Mizrahi and the Making of Egyptian Cinema Prof. Deborah A. Starr se spécialise et part aux États-Unis pour suivre la formation "Crisis Negotiator" au sein de l'Académie du FBI de Quantico, en Virginie. Là, il décroche le diplôme de négociateur de crise[5],[4].

En 2003, il est détaché et intègre pendant un an Civipol Conseil, société de conseil du ministère de l'Intérieur[7]. Il parcourt le monde pour former des négociateurs, accompagne les groupes français dans le Togo Mizrahi and the Making of Egyptian Cinema cadre de leur développement en zone à risques et les aide à s'installer[8],[4].
Après six ans passés au Raid, il quitte l'unité d'élite de la police française en 2004[8],[7] pour se réorienter dans le privé[7].
Il démissionne définitivement de la fonction publique en 2014.
En septembre 2004, il devient directeur Togo Mizrahi and the Making of Egyptian Cinema associé chez Geos, un groupe international de gestion des risques spécialisé dans la négociation[9].
Il conseille aussi les comités de direction et les institutions dans le recrutement de leurs équipes
et la mise en œuvre de politique de prévention des risques. Il intervient notamment en 2008 dans le Golfe d’Aden Togo Mizrahi and the Making of Egyptian Cinema pour le compte d'une compagnie d'assurances[4].
