I have only ever updated my Palm OS using the cradle, I don't think you can
do it without it.
As for installing or updating progs on it I would imagine you 'could' do it
via an IR setup but I have never done it this way.
I brought a serial lead for my M515 to hotsync to my works PC, (and keep my
USB cradle at home) from ebay for a fiver (UK), this would get over the
problem of USB not working.
My hotsync is version 4.0 BTW.

I don't think that there is anything the Palm side will have to 
'recognize'. And considering the fact that the PC finds new hardware 
every time you start the hotsync makes me believe that even more...

There is no (at least no official) way to update individual PalmOS 
applications, with or without HotSync.
Have you ever tried to hotsync as the administrator? Btw, there is no 
need to reinstall PalmDesktop (including HotSync) for every user 
(without administrator authorizations), just call (once per user) 
'hotsync -r' resp. 'palm -r'.

Now, find that HotSync icon near the clock and right-click on it.  Near the
top of the context-sensitive menu, you should see options such as "Local
Serial", "USB", and "Network".  Is there a checkmark near the USB option?
If not, click on it in order to enable USB syncing.
If the USB option is not present, you have an old version of HotSync
Manager.  Visit http://www.palmone.com/us/support/downloads/win_desktop.html
and download the latest version of Palm Desktop which will include the
current HotSync manager as well.  Install the new stuff, reboot your PC, and
try again.

No, the Palm side HotSync program *IS* capable of using the USB port, 
otherwise your PC wouldn't (most probably) even see *any* new device.

As others already told you, there is neither any (standard) way to 
upgrade the HotSync program on the device alone nor should there be any 
necessity for this.
Have you ever tried synching your Palm with another PC? Is it working 
there (with your cradle or with another cradle)? Have you tried the 
standard procedure for the SUDS problem (a repairable problem with the 
Palm side USB controller, just *completely* empty the palm battery by 
disabling the automatic switch-off feature and recharge it afterwards 
for at least four hours before switching it on)?

No, that's *not* what he's talking about! Please read and execute the 
steps described under 
<http://www.palminfocenter.com/view_Story.asp?ID=2785>! Caution: You 
will loose *ALL* data on your Palm!

If I remember correctly you described that an unknown device shows off 
on the device manager in Windows as soon as you press the HotSync 
button. IMHO this means that your PC recognizes a new USB device (which 
is the Palm, not the cradle!), so the Palm HotSync program is working. 
Actually, IIRC the new device 'Palm' should get registered with Windows 
at the time you install the PalmDesktop und PC HotSync program.
So perhaps you should check this first: Did you perform the install of 
the Windows software as a user with administrator authorizations? 
Without those authorizations the install will not succeed! Lateron you 
can work with normal user authorizations, but in this case you have to 
call the HotSync program (and/or the PalmDesktop program) *once* with 
the option '-r' to create some necessary registry entries for this user 
as well.

As I already mentioned in my previous posting, there is no standard way 
of doing this and there should be no necessity for this either!
