Why cann't "Scanner Wizard" detect a scanner?

Why does "Scanner and Camera Wizard" display "The computer cannot detect the
scanner or camera. Please make sure the device is turned on and is properly
connected to the computer. If the computer still cannot detect the device,
open Control Panel, click Scanners and Cameras, and then click Add Device.",
but the scanner is in the "Scanners and Cameras". Clicking "Test Scanner or
Camera" on "General" tab in the Scanner Properties displays: "Test
Successful. Your imaging device successfully completed the diagnostic
test.", but clicking on Scanner button on Detecting Problems tab displays:
"Sorry, cannot access your scanner. Your scanner is currently being accessed
by another application. Please wait for the other application to finish or
close it to allow this application access.". No other application was
accessing the scanner then. It is written that the Scanner's SCSI card works
fine in the card properties. OSs are Windows XP and ME.
HP driver for Windows XP for my scanner HP ScanJet 6200c is installed. It is
written that the Scanner's SCSI card and the Scanner work fine in the
card's and scanner's properties.
The Wizard works fine with my older scanner HP ScanJet 5p.

Please, click Message menu, then 'Reply to all' in Outlook Express. This
