internet email shortcuts, how to set up in OE

We have a newspaper with several of their employees listed that you can
email with a comment on one thing or another.
When I click on their name in order to email them, I get an error message:
"Cannot send mail. No mail program is set up to send mail using Internet
shortcuts."

I cannot find that the Outlook Express has any info on this in the HELP
file.

Any idea what I need to do to fix this problem?

1. In Outlook Express click Tools>Options>General tab>click the first of the
two "make default" buttons.

2. If that doesn't work, edit the registered file types so that "URL:MailTo
Protocol" is linked to Outlook Express. (If you have Windows XP open any
folder and click tools>folder options>file types tab to find this but you
must be running an "administrator" account to change it.)
