Can Netscape be mailed by command line?

Hi all,

I have postscript file printed from CAD and I would like to send this
file to customers by emailing. What I want is that I want to send this
drawing in PS by Netscape and use command line (to send this as
attachment) instead of GUI. However I don't know whether Netscape allow
me to do this or not and I can't use 'mail' or 'mailx' on Unix because
our system use POP3. Any help will be appriciated. Please help.!
