X11 and multibyte charactersets

I am using X windows on AIX and am trying to determine
a way to do the following:

provide consistent scaling of text fonts in a multibyte
character set locale (works okay in regular LANG "C" but
"jumps" and does not scale consistently when I resize/scale
the window)
