DN3000 refuses all logins - HELP!

We have a DN3000 running SR10.3 which has decided to refuse all logins.
The configuration is Aegis and Sys V.

If you try the console you get the starting windows then the pads are closed.
Rlogin results in connection closed as does remsh. crp will not work because
we are npt running spm. I can rebuild the system but since it is the
administrative node I would rather not. I have had a similar problem in the
past with telnet sessions closing but this is the first time on the console.
(the earlier problem was fixed by a suggestion from Mike Peterson - use
mkdev /dev pty - however I can't get on to try mkdev /dev console or some such)(
