"SHARED" Configuration Management on two HOST types

We have an application which involves code on two different
TARGET platforms. The code for each platform is developed on
a different HOST - one is developed on PC, while the other
is developed on Apollo.

The configuration management on the PC host is done using PVCS.
The configuration management on the Apollo host is done using DSEE.

There are some modules and include files, related to the communication
between the two platforms, that are common for two platforms.

How can I synchronize the configuration management systems of the
two hosts, so that the common modules are developed and maintained
in one host, but accessed correctly by the other host as well?
