I am trying to find Ronald Horner, PhD who left
Texas to teach English in Japan. Anybody know him?

Um, not to seem rude or anything, but:

1) We're not all English teachers.
2) We don't all know each other personally, like we're in some sort of
fraternity. There are tens of thousands of American residents in a country of
130 million.
3) [possible flamebait: please ignore] Why the would a Texan Ph.D. waste his
degree teaching English in Japan of all places? Wouldn't English instruction be
put to better use in Texas?

You're assuming his degree was in something as useful as English.

I'd be guessing he is a UT grad since Austin has the highest number of
PhD's flipping burgers in the USofA.

to teach English.

It would be a waste of a Ph.D., no matter the field.
