Stay with friends to avoid the rapacious lodging tariffs? Or try something
novel like capsule hotels or the AirB&B-type business model? I doubt the
police would allow you to camp in Hibiya, Ueno or Yoyogi parks, or, no
offense intended: to join the homeless along the riverbanks or Shinjuku
Station...

I agree with that. You might find a last minute lodging for some events, but even though there are tons of Air BnB options (the foreign investors have been snapping up apartments like crazy the past couple of years) I doubt you'll find much. Find or make a friend; maybe see if a coworker has a family or friend that will let you stay there. You could also stay a bit outside of Tokyo and/or take an overnight train/bus up, spend all day doing Olympics stuff, then another overnight back.

I agree that staying with a friend would be ideal.
I had thought about the capsule hotel but that creeps me out.
I don't consider myself claustrophobic but the thought of staying in the capsule reminds me of an astronaut in a slowed metabolic chamber
I hadn't considered blending in with the homeless.

I will be riding the train up from Wakayama.
And I do have a friend of a friend up that way. I had thought it imposing to ask such a thing.
I may have to try the Air b&b angle.

The metabolic chamber thing is why I couldn't stay in one.

Used to be there were 24 hour saunas/public baths, and people would sleep in them. I'm not sure if they are still around in Tokyo, and if so I'm not sure how much they cost these days.

Of course, you could always make yourself a "friend" and go the Love Hotel route....

I have seen those Love hotels on the drive from Osaka to Wakayama.
I figured they would be too pricey. I heard that folks would go there for only an hour or two.
I guess there is no cuddling going on there.
They should call them Lust hotels.
