So this teacher is arrested because he's walking naked along the road.
The article says:

"When the police arrived on the scene, Satoshi Manaka, a teacher at
Higashino Primary School in Niiza in the prefecture, attempted to flee,
but was apprehended by the officers after a 50-meter dash. He was
arrested on suspicion of indecent exposure."

What's left to question about whether or not it was indecent exposure?
The decency? Because he was certanly exposed.

I know. Just seems that a gaigin editor/writer should have caught that
and wrote it the right way.

Zoo guard mauled to death by lions to get worker's compensation

OITA -- A zoo guard fatally mauled by lions in front of a bus packed with
shocked onlookers is eligible for worker's compensation, according to the
Nakatsu Labor Standards Office on Tuesday.

Or perhaps they are simply doing it on purpose.

I definitely think that "an accusation centered on a lack of balls" has got
to be a disgruntled English rewriter's handiwork:

Mainichi Archives

Making an accusation centered on a lack of balls, the parents have also
named as co-defendants the school's advisors, the Japan Baseball Federation
(JBF) and Japan Olympic Committee (JOC) in a suit filed at the Osaka
District Court.

Mainichi for a fact employees several gaigin; pretty decent folk who
appear a bit overworked and underappreciated, even for people in the
journalism field.
