When you turn the power on start tapping the F8 key and try to go into
safe mode.
You should be able to change the options after that.

If tapping doesn't work, hold down F8 until an option screen comes up.
The system may beep a bit while your holding it down...but it'll come up
anyway. Choose safe mode like Roy said. Then(assuming still this is
windows 9x) go to start->settings->control panel. After that window opens,
go to the system icon and select it it. When that window comes up, click on
device manager tab and look for yellow or red icons in the list. If they
are there, then that is most likely your problem. You'll either have to
disable or remove that particular device and then reboot. *Hopefully* plug
and play would take care of the rest. If you have the driver disks...feel
comfortable in removing the item though. Though most of the time the
drivers may still be on the computer. When asked to look for the drivers,
try c:\windows or c:\windows\system if you can't locate your driver disks.
I suspect that if you can't boot with the startup disk, then the disk may
be at fault...if it works in another system...then you may have larger
issues....or you may just have a bad floppy drive. Many circumstances
consider you must, young jedi. Bottom line, boot without the disk and try
to get in using safe mode. If you can't, then you're looking at peripherals
inbiting your progress---such as your printer, pc cards(if it has them), and
yes even the mouse you may have attached to your laptop. Your network card
or modem are particularily potent criters. They've been known to cause lots
of startup issues with older laptops...well, not so much the hardware, but
the interaction of the hardware with windows at boot up. Of course, all
these initializations happen at different times when your system boots
up....so, ultimately, if nothing works post again and tell us the story of
the boot up process. How far in does it get before crashing? Does it beep
when you push power? Once or more than once? Does your computer count how
memory it has? Does the windows graphic appear? Stuff like that. Chances
are you just have a poorly configured device....or you may have a far more
dire situation...but try to fix it yourself first. I work at a computer
shoppe...and believe me, you'll probably be over charged for the work that
needs to be done...especially when laptops are pretty cheap nowadays.
Alrighty, goood luck and post again. Oh, and, yeah, did ya get the memo?
Great. I just watched office space---sorry to the 6 people that will read
this.

Might boot it with a floppy if the method of going to safe mode and seeing what is loaded and change some things if you need to. Did you change you battery by chance?
