Add strong name for fizzler.Systems.HtmlAgilityPack.dll

Most of the projects build failed because of this assembly hasn't a strong
name. It will be quite useful for most of users.

There is no plan at the moment to sign the assembly. Meanwhile, this is an
open source project so you are free to download the sources, apply your own
key and create a singed build.

Yes, of course it can be done, but it is not convenient for users who use
this via nuget package manager. Since this is very small task it will be
quite useful if this can be implemented.
