Offline use

I'm a tech in an academic library.  One of my users has a data computer she keeps offline and wants the program to run through files she places on the desktop.  Once the program runs, she then plans to move the data to a secure location.  I can't get Fixity to run anything...and my university will not allow the email portion.  Can this still work?
