Can't find tcmalloc ubuntu 16.04

Even though tcmalloc and minimal are installed in /usr/lib, ./configure doesn't find it.

I am using gcc 5.4

I tried exporting the variable on the shell

export CPPFLAGS='-I/usr/include'
export LDFLAGS='-L/usr/lib'

But when I run ./configure it still doesn't find it
