[fityk-devel] minor license change (GPLv2 -> GPLv2-or-3)

Hello,
I've just changed license lines in fityk files to:
GNU General Public License version 2 or (at your option) 3
(previously it was only version 2).

I did this to allow reusing fityk code in GPL3 programs.
