How to add custom interleaved Tags to the metadata/text - section of the Fits-output

Hi,
my tool currently outputs data in the following format:

<tags>
<tag>
<name>..</name>
<occurences>..</occurences>
</tag>
...
</tags>

I wanted to add these custom interleaved tags to the fits/metadata/
text - section of the fits-output, but I failed. Nothing was print
here.

Would it help to alter the fits_output_tech_elements.xsd to suit my
needs?
or is there another position in the fits output, where I could place
this information (except setting display-tool-output to true - this is
not an option)
