Phil is completely in love with Claire, but he cannot help but be drawn to beautiful women, including Claire's new stepmother. Especially in the early seasons, there is a recurring joke of Phil inadvertently yet quite obviously showing his attraction to Gloria, much to Claire's annoyance. During one of the family's poolside hangouts, Phil is talking to Claire as Gloria gets out of the pool behind him in her bikini. Claire notices that Phil is staring very intently into her eyes and realizes he is watching Gloria in the reflection of Claire's sunglasses. Even though he is caught, Phil seems to be in a trance as he delivers this hilarious line, seemingly without thinking about it.
Phil Dunphy is one of the most supportive fathers in recent television history. He always tells his children, Claire, and the rest of their family that they should try to reach and strive toward their dreams and what they really want in life. In this quote, he tells his kids that they shouldn't be afraid to reach for the stars because he'll always be there to help them if they fall. Phil is so proud of his clever pun which makes it even funnier, but even the hilarious cheesiness of the line doesn't take away from its warm sentiments.
Claire is relying on the whole family to make the house perfect for Halloween, but they're distracted by their own problems: Cameron dislikes Halloween because of a traumatic childhood experience, Mitchell had a bad day at work, and Gloria is upset because Jay and Manny teased her about her accent.
