I got this from the Policy Chair after looking for the answer:

There is no restriction on any trusted servant who happens to be a GSR
and wants to serve as a Chair of a Subcommittee. This addresses the
questions asked by the Activities Chair, as well as anyone running for
an open subcommittee position

Here are the listed restrictions:

The ASC Administrative officers are comprised of the following
officers: ASC Chair/ Vice-Chair, Secretary/Alt Sec., Treasurer/Alt
Treas., and RCM/Alt RCM.

1. ASC officers cannot be GSRs of any group. This does not apply to a
Pro-Temp Officer.
