With stricter CO2 emission targets in place since 2020, the average CO2 emissions from all new passenger cars registered in Europe fell by 27% between 2019 and 2022, while the average emissions from new vans dropped by 10%. The main driver of this decrease in emissions is the surge in zero-emission vehicles, which respectively amounted to 13.4% and 6% of the 2022 EU (and Norway and Iceland) new car and van fleet.

The annual specific emission targets of each manufacturer are based on these EU fleet-wide targets, taking into account the average mass of its registered new vehicles. Since 2021, those specific emission targets are based on the WLTP.

Different manufacturers can act jointly to meet their emissions target. When forming a pool, manufacturers must respect the rules of competition law. Pooling between car and van manufacturers is not possible.

Manufacturers responsible for fewer than 1 000 new cars or fewer than 1 000 new vans registered in the EU per year are exempt from meeting a specific emission target in the following year, unless they voluntarily apply for a derogation.

To promote the development of new and advanced technologies reducing CO2 emissions from vehicles, manufacturers may obtain emission credits for cars and vans which are equipped with innovative technologies (eco-innovations) whose full CO2 savings are impossible to demonstrate during their type-approval.

In case deviations or artificial strategies are detected, type-approval authorities must report those to the Commission, who will take them into account when calculating the average specific emissions of a manufacturer. Authorities must also ensure the correction of the certificates of conformity, and may take additional measures as set out in the Type Approval Regulation.

To assess the real-world representativeness of the CO2 emissions and the fuel or energy consumption values determined during type-approval, as well as to prevent the growing of the gap between emissions tested in the laboratory and real-world emissions, the Commission is collecting real-world data from cars and vans using on-board fuel consumption monitoring (OBFCM) devices, starting with vehicles first registered in 2021.

From 6:30pm-2:00am with last pick-up at 1:45am, Monday through Saturday, when and where Duke Transit is not in service, Duke Vans provides free, on-demand transportation for students and employees. Rides are available to and from most Duke facilities that are open during these hours.

GoTriangle and other "Go"-transit systems (GoTriangle, GoRaleigh, GoDurham, GoCary) will suspend fares until June 2024. This means they will not accept payment and there is no fare. You may simply board the bus and ride.

As a result, Duke students and employees do not need a GoPass in order to ride the bus and will not need to provide any type of payment or show ID while riding the "Go"-system buses. In compliance with the Americans with Disabilities Act, our buses and vans are ADA accessible. All Duke Transit vehicles are equipped to accommodate wheelchairs; most full-size buses also kneel, if needed.

As specified in The University of Texas System System-Wide Policy Number UTS157, 12 and 15-passenger vans that are owned, leased, or rented for university business will be operated only by trained, authorized drivers who understand and are familiar with the handling characteristics of the vans, especially when the van is fully loaded.

To be authorized by the university to drive 12 and 15-passenger vans, operators must attend van-specific training, including behind the wheel, on the road, training. They must also have completed the UT "I Drive Safely" course and must have a clean driving record. Contact one of the authorized trainers to make arrangements for training. Keep in mind, these people have regular jobs and will require advance notice to set up a training session.

Contact your department's Driver Delegate to request 12-15 Passenger Van training. If you do not know who your Driver Delegate is, refer to the Handbook of Business Procedures, Part 19, and contact the Risk Manager at oa.ri...@austin.utexas.edu.

Next, operator trainees must take hands-on van operator test. Several departments at UT can provide van operator training. Please direct your request to your department's Driver Delegate, who will contact Fleet Operations to find an authorized trainer.

The trainer will complete the Van Driver Hands-On Test checklist (PDF) or equivalent assessment documentation and submit it to the employee's supervisor and/or department's Driver Delegate, according to that department's driver policies.
