Intent to ship: Manifest Version 3

Hey firefox-dev,

The Add-ons team is thrilled to announce the Manifest Version 3 release to general availability in Firefox 109 (January 17, 2023). At the same time, the Unified Extensions UI will also be enabled in 109 since it is key to MV3.
