In the upper left menu of Firebug, there is rectangular icon with
arrow. Is there any way how to activate this funciton without clicking
a mouse? I prefer keyboard shortcut.

Ctrl+Shift+C -> Toggles inspecting mode

See "Firebug (icon) menu -> Customize Shortcuts"

dialog for other shortcuts.

I tried this hotkey but problem is that it is not same as when you
click on the icon. This hotkey opens new page with css informaton. But
that is not what I want. I want to inspect the window by mouse, so
that I move my mouse over element to find the element in html
structure. So I wanted just to activate this function by keyboard.

What do you mean by "opens new page with css information"?

For me this happens when I press Ctrl+Shift+c

1) Firebug UI is opened
2) The HTML panel is selected
3) Inspector mode is activated
4) The element under the mouse pointer highlighted
5) The element under the mouse also selected in the HTML panel.

Does this happen for you?

I guess you have the Web Developer Toolbar installed, which assigns its CSS information display with Ctrl+Shift+C. Please change the shortcut either in Web Developer or in Firebug.
Please note that Firebug has a lot more shortcuts.
