Each time I click an element on the wep page, inspecting arrow toggles off so for another element selection I have to press that arrow again. Is there a way to set it always on?

The simple answer is no. Though you can toggle the inspector via Ctrl+Shift+C or right-click an element within the page and choose Inspect Element with Firebug.
Is that ok for you?

Unfortunately my answer is no. I was using Opera's Dragonfly and it does not toggle after clicking an element. I don't understand why Firebug doesn't put an always toggle inspector on option for faster and easier usage?

AFAIK you're the first one that requests this. It sounds somewhat reasonable to me, so feel free to create an enhancement request for it.
