Firebug is Firefox extension and as such can't run with other browsers. You can use Firebug Lite

Firebug is very closely connected to Firefox and its APIs. Therefore it would be very hard to adjust it to work with other browsers.
As you said, for other browsers you can use Firebug Lite. Though note that Firebug Lite is currently unmaintained due to a lack of resources.
