In order to make Firebug activated by default you need to set
extensions.firebug.allPagesActivation pref to "on".

You can also enable panels by default:

extensions.firebug.console.enableSites -> true
extensions.firebug.script.enableSites -> true
extensions.firebug.net.enableSites -> true
extensions.firebug.cookies.enableSites -> true

Even if Firebug is collecting all page meta data, the UI stays
minimized.
There is no option that would automatically open Firebug UI.

Why do you need the UI to be opened?
