css usage extension question

I cannot understand exactly where the css usage extension is used.
When i press the "scan" button, some rules appear in red color, corresponding (as stated in the legend) to "unseen".
The conclusion i have reached is that it highlights rules in the css file that do not apply in the web page-for any reason might that be.
It seems that it helps(among others) to delete useless/forgotten rules.
What do you think?
