Firebug 1.5.3 not running on Firefox 3.6.3 on Win2k SP4

I cannot get Firebug to run. I have created a minimal Firefox (3.6.3)
profile with just the Firebug addon installed and still no luck. Is
there some kind of log file or debug that I can enable to figure out
why Firebug is not working?
