I feel urged to support this. I use Database Workbench for more than 10 years now. It's a jewel.
Especially if you have stored procedures to debug :)

We use only flamerobin it is free, nothing more needed.
Below most recent version as on main page there are old versions only.

In my opinion IBExpert is not expensive, compared to the features it offers (database comparer, extract script for structure and data, database designer [ER-Model], stored proc debugger and much more). I did not like the license model but I like this tool.
I use IBExpert for fast development and on customer servers I use the free FlameRobin (for support request to look into the database and search for data). I didn’t used Database Workbench from upscene so I can’t give you a comparison between this tools.
To compare IBExpert versus isql/FlameRobin is like to compare application development with VisualStudio/Delphi versus text editor and command line compiler. It works, but it is not efficient.
