Hello,
it is possible to connect a 32 bit Client Application with an 32 bit fbclient.dll with a 64 bit server.
It is also a “must” to use 32 bit fbclient in 32 bit Applications.
Did You try to connect to embedded server? Can You write the exact error message, please.

I have a lot of 32 bit applications that uses a 64 bit server.
You can try flamerobin 32 bit (https://github.com/mariuz/flamerobin/releases/tag/0.9.3.11) But You don’t need to write a bug report to an external app developer if You know the expected function should work, but in Your case / environment it does not work.
Please write Your exact error message.
